Liberia Tax ID Guide — Taxpayer Identification Number (TIN)

Liberia's tax identifier is the Taxpayer Identification Number (TIN). The Liberia Revenue Code requires every resident with a tax obligation to obtain one, allows no more than one per person, and says no fee may be charged for it. [1] The Liberia Revenue Authority (LRA) issues TINs to individuals; businesses obtain theirs when they register with the Liberia Business Registry (LBR). The same TIN is used for every tax, including the Goods and Services Tax (GST) and the Value Added Tax (VAT) that is due to replace it.

The LRA describes the TIN as "a 9-digit number beginning with 5" [2] and shows it as "Ex. 5********". [15] It is the taxpayer's primary identification with the LRA.

Who issues it

  • Individuals get their TIN from the LRA, on Form IN01 at an LRA Service Center or online through the LRA's tax system. The TIN is sent by email or SMS. [3]
  • Businesses (legal persons) obtain their TIN from the Liberia Business Registry when they register the business. Business registration must be renewed every year, and no business should have more than one TIN. [4]

The LRA also issues a temporary ("Trust") TIN to property owners who do not yet have all the required documents or who register through a representative. [3]

The GST number is a different number

Businesses registering for GST through the LRA's GST registration portal first verify their TIN, [16] and are then assigned a 17-digit GST number that appears on their GST certificate. [5] Don't confuse it with the 9-digit TIN. The LRA's 2026 VAT guidance says a business's VAT registration certificate will carry its nine-digit TIN. [6]

Penalties

A withholding agent that pays LRD 1,000 or more to someone who has not supplied a TIN can be fined LRD 5,000 or the tax that should have been withheld, whichever is less. Obtaining more than one TIN costs LRD 1,000 for each extra TIN. [1]

Check Digit

The LRA publishes no check-digit rule. The only published structure is nine digits beginning with 5, so a TIN can only be confirmed with the LRA.

Under the GST that applies today, manufacturers and providers of taxable services must register when their taxable supplies over twelve months equal or exceed LRD 3,000,000, or are expected to, and must apply within 21 days. [1] GST has been 13% on goods and on services since 1 May 2026; the LRA says telecommunications services stay at 15%. [7]

The move to VAT

Liberia's VAT law of 2024 replaces GST with VAT. An Act approved on 17 December 2024 cut the standard VAT rate from 18% to 15%, and set the law to come into force on 1 July 2026 at the latest. [8] Exports will be zero-rated. [17]

Once VAT applies, any business whose annual taxable turnover exceeds USD 20,000 (or the equivalent in Liberian dollars at the Central Bank of Liberia rate) within a 12-month period must register — whether it is an importer, manufacturer, wholesaler, retailer or service provider. Smaller businesses may register voluntarily. Returns are due within 21 days of the end of each period: monthly for compulsory registrants and quarterly for voluntary ones. [9]

When VAT starts. On 29 September 2026 the LRA said VAT will be implemented on 1 January 2027. [10] An LRA VAT flyer published the same month instead gives 1 July 2027 for full VAT collection, [17] so confirm the date with the LRA. A six-month VAT registration window was scheduled to open in July 2026; [11] as of 13 October 2026 no LRA notice has confirmed that it opened.

How to Register

  • Individuals: go to any LRA Service Center with Form IN01, a passport photo and a National ID or passport, or register online through the LRA website ("Get A TIN"). [2] The LRA's mobile app also offers TIN registration. [14]
  • Businesses: register at the Liberia Business Registry in Monrovia, which issues the TIN. [4]
  • GST: register on the LRA's GST registration portal, which verifies your TIN first.

Invoices and E-Invoicing

The LRA's Electronic Fiscal Devices Regulations of 2021 require the TIN on invoices and receipts, debit and credit notes, purchase and sales books, correspondence with the LRA, customs and excise documents, bank loan documents, the GST certificate and any other document the LRA requires. The same regulations require taxpayers to use electronic fiscal devices; businesses using accounting software may be allowed to keep issuing invoices if they carry an electronic signature with a QR code. [12] The LRA describes the fiscal-device rollout as ongoing. [18]

In April 2026 the LRA described electronic invoicing as under development, [13] and in July 2026 it listed the introduction of e-invoicing among the reforms it is implementing. [19] As of 13 October 2026, no e-invoicing mandate had been published.

How to Verify a Liberian TIN
