Under Presidential Decree No. 71/25 (Legal Framework for Invoices), mandatory electronic invoicing extends to all taxpayers under the General and Simplified VAT regimes from 21 September 2026 (Phase 2). Phase 1 (large taxpayers and state suppliers) has applied since 20 September 2025. Phase 2 requires AGT-certified software transmitting invoice data in real time, with invoices issued within five days of the taxable event.
