Burkina Faso puts certified e-invoicing systems on sale from 7 September 2026, with 30 days to comply

What changed in detail

A joint communiqué of the Direction générale des impôts (DGI) and the Chambre de commerce et d’industrie du Burkina Faso (CCI-BF), signed at Ouagadougou on 28 August 2026, opens the sale of certified electronic invoicing systems.

It recalls that under article 564-2 of the Code général des impôts persons registered with the DGE and the DME must issue their customers certified electronic invoices exclusively, and that article 4 of arrêté n° 2025-0049/MEF/SG/DGI of 5 February 2025 requires those invoices to be issued through physical certified invoicing systems, bought from distributors approved by the CCI-BF and holding a conformity attestation from the tax administration. The obligation to issue the certified electronic invoice, it adds, has been in force since 1 January 2025.

Certified systems — billing units and invoicing control modules — are available from Monday 7 September 2026, in Ouagadougou (the CCI-BF’s DFNT, the DME Centre 5 and the DGE) and in Bobo-Dioulasso (the CCI-BF regional directorate and the DME du Guiriko). Sales follow a schedule: 7 September 2026 for DGE taxpayers and invoicing-software editors; 2 November 2026 for DME taxpayers under the régime du réel normal; 1 December 2026 for DME taxpayers under the régime non déterminé. Thirty days are allowed to come into conformity after each of those dates.

A promotional price of 150,000 FCFA per billing unit or control module applies until 31 December 2026; prices from 1 January 2027 are to be announced. Buyers register on the Gestion de distribution SECeF platform, reachable from dgi.bf and www.cci.bf.

What it means

The obligation is not new — the communiqué dates it to January 2025 — so what this document supplies is the thing that was missing, which is the equipment. That makes 7 September the date that actually bites for a large taxpayer in Burkina Faso, with 7 October the end of its thirty-day window.

Thirty days are generous only if you are in the queue on day one. These are physical certified devices sold over the counter in two cities, so the binding constraint is supply and travel rather than configuration.

Software editors share the DGE date, which is the sequencing tell: an invoicing vendor needs its own certified module before it can help its customers with theirs. And the 150,000 FCFA promotional price expiring on 31 December 2026 puts a price on waiting — for the December cohort the grace period and the promotion run out within days of each other.
