The change

The Danish bills carrying the zero-rating of books lapsed when they fell with the general election. The Ministry of Taxation announced on 19 June 2026 that the government is re-tabling the measure — covering printed books, e-books and audiobooks — with effect expected from 2027. The 25% standard VAT rate continues to apply to books until a bill is enacted. This supersedes the proposal reported in issue 2026-W29 as taking effect on 1 July 2026.

What changed in detail

VAT on books in Denmark remains at the 25% standard rate.

The bills carrying the zero-rating lapsed when they fell with the general election. On 19 June 2026 the Ministry of Taxation announced that the government is re-tabling the measure — covering printed books, e-books and audiobooks — with effect expected from 2027.

Until a bill is enacted, nothing about the rate has changed. An earlier report had the zero rate taking effect on 1 July 2026.

What it means

This is the second time in three issues that a measure reported at proposal stage changed shape before it landed, and books are a clean example of why that matters operationally: a rate change from 25% to 0% is a one-line configuration edit that is easy to make early and easy to forget you made. A system carrying 0% from 1 July 2026 is under-charging on every book sold.

“Expected from 2027” is not a date. Treat it as a watch item, and re-check when a bill is actually tabled rather than when the intention is announced — the intention has already been announced once.
