Liberia's standard VAT rate is 15%: an Act amending sections 1003 and 1066(a) of the VAT Act (approved 17 December 2024) cut the standard rate from 18% to 15%. The Liberia Revenue Authority's 2026 VAT guidance applies a 15% rate and a USD 20,000 annual taxable-turnover registration threshold, and LRA news states that VAT registration for eligible businesses runs from July 2026 for six months ahead of full implementation on 1 January 2027. Section 1066(a) of the Act itself sets commencement at 18 months after publication of the handbill or 1 July 2026, whichever is sooner. This supersedes lr-vat-registration-window-2026, which stated an 18% rate.
What changed in detail
Liberia’s standard VAT rate is 15%. An Act amending sections 1003 and 1066(a) of the VAT Act, approved on 17 December 2024, cut the standard rate from 18% to 15%. Section 1003 now reads that the standard rate of VAT is 15 percent of the value of a taxable supply, taxable importation or revenue charged supply.
The earlier record on Liberia’s VAT registration window gave a standard rate of 18%, the rate before the amending Act.
The Liberia Revenue Authority’s 2026 VAT guidance applies a 15% rate and a USD 20,000 annual taxable-turnover registration threshold. LRA news states that VAT registration for eligible businesses runs from July 2026 for six months ahead of full implementation on 1 January 2027.
Section 1066(a) of the Act itself sets commencement at eighteen months after publication into handbills, or on 1 July 2026, whichever is sooner.
What it means
Use 15% for pricing and system configuration. The commencement wording in the Act and the LRA’s statement that full implementation is on 1 January 2027 are two separate dates, so businesses should work to the LRA’s registration window and its 1 January 2027 implementation date and watch for further LRA notices on timing.
Proof
The Standard rate of VAT shall be 15 percent calculated on the value of a taxable supply, taxable importation or revenue charged supply.
