Förordning (2026:598), in force 1 July 2026, inserts sections 2 b to 2 d into the instruction for Upphandlingsmyndigheten, förordningen (2015:527), transferring from DIGG to Upphandlingsmyndigheten support to private suppliers on e-invoices in public procurement, decisions on injunctions under section 7 of the Act (2018:1277) on electronic invoices following public procurement, the power to issue rules on structured e-invoice formats under section 6 of that Act, and responsibility for connection to the European e-procurement infrastructure (Peppol).
What changed in detail
Förordning (2026:598), in force since 1 July 2026, inserts sections 2 b to 2 d into the instruction for Upphandlingsmyndigheten (förordningen 2015:527). The sections move three responsibilities from DIGG (the Agency for Digital Government) to Upphandlingsmyndigheten (the National Agency for Public Procurement): support and information to private suppliers on e-invoices in public procurement; decisions on injunctions under section 7 of the Act (2018:1277) on electronic invoices following public procurement; the power to issue rules on structured e-invoice formats under section 6 of that Act; and responsibility for Sweden’s connection to the European e-procurement infrastructure, Peppol.
What it means
The legal e-invoicing obligation on suppliers to Swedish public bodies is unchanged — what moved is which agency enforces it and sets the technical format rules. Suppliers with open injunctions or format questions with DIGG should expect Upphandlingsmyndigheten to be the counterparty going forward, including for Peppol connectivity issues.
