The Republic of Congo's Ministry of Finance, Budget and Public Portfolio confirmed that mandatory go-live of the Systeme de Facturation Electronique Certifiee (SFEC) - originally set for 1 July 2026 - has been postponed to Saturday, 1 August 2026. From that date, connection to the SFEC platform and real-time issuance of certified electronic invoices becomes mandatory for all businesses subject to invoicing obligations.
What changed in detail
On 30 June 2026 in Brazzaville, Breitzer François Mounzéo, tax adviser to the Minister of Finance, Budget and Public Portfolio, met in person and by video conference with the two main employers’ federations — UNICONGO and UNOC — accompanied by Séraphin Ndion of the Direction générale des impôts et des domaines, who leads the project, and by a representative of Akieni, the operator of the Système de Facturation Électronique Certifiée (SFEC).
The Ministry’s own account of the meeting records the outcome: mandatory go-live of the SFEC, which had been set for Wednesday 1 July 2026, is postponed to Saturday 1 August 2026. UNICONGO’s president is quoted describing the session as a “réunion de compréhension” rather than one of resistance, requested because member businesses judged the preparation window too short.

What it means
A one-month deferral obtained a day before go-live is not much of a runway, and the way it was obtained is the more useful signal: it came out of a meeting requested by the employers’ federations, not from a published instrument. Businesses relying on this should note that the authority of record here is a Ministry news article, so the next movement — if there is one — is likely to surface the same way rather than in a gazette.
The substantive obligation is unchanged and it is a demanding one. Real-time certified invoicing requires a working platform interconnection, not a file upload, so the work that could not be finished by 1 July does not become materially easier by 1 August. Treat the month as time to complete interconnection and certified-invoice testing, and assume no further slip.
