Congo-Brazzaville enacted Décret n°2026-101 of 31 March 2026 establishing the Système de Facturation Électronique Certifié (SFEC). The SFEC becomes mandatory for all liable enterprises from 1 July 2026. The technical solution is based on a central PGSFEC (SFEC Management Platform) collecting, processing, controlling and securing billing data transmitted by economic agents. Four invoicing methods are permitted: e-Invoice, API integration, and two certified terminal types (TFC and TCC). A national awareness campaign was officially launched on 16 June 2026 in Brazzaville. Non-compliance carries a fine of 50 million FCFA. Legal basis: Finance Law n°42-2025 of 31 December 2025 for fiscal year 2026; operationalised by Décret n°2026-101 of 31 March 2026.
