What changed in detail
The Minister of Finance and Economy’s Regulation of 10 September 2026 (Dziennik Ustaw 2026, poz. 1224, published 18 September 2026) amends the Regulation of 17 December 2021 on excise-tax declaration and excise-prepayment declaration form templates. It replaces Annexes 1–5, 7, 9–11, 13–18 and 20 of the underlying regulation with new form templates. The amending regulation enters into force on 1 October 2026.
What it means
This is a forms update, not a rate or scope change — but a form template swap still breaks any filing workflow keyed to the old annex layout. Excise filers should confirm their declaration software or template library is updated to the Dz.U. 2026 poz. 1224 annexes before the first filing due after 1 October 2026.
