The Trinidad and Tobago 2027 Budget Statement (12 October 2026) proposes moving selected items from zero-rated to VAT-exempt status while preserving zero-rating on selected basic and essential items, effective 1 January 2027. The items are not listed in the statement. Not yet legislated.
What changed in detail
This is a proposal in a budget speech, not law, and it has not yet been legislated. The Trinidad and Tobago 2027 Budget Statement, delivered on 12 October 2026, proposes to preserve zero-rating on selected basic and essential items while moving selected items from zero-rated to VAT-exempt status. The measure is stated to take effect from 1 January 2027.
The statement does not list the items. It says the goods concerned will continue to attract no VAT at the point of sale.
What it means
The difference matters to suppliers rather than shoppers: a zero-rated supplier can recover input VAT, while an exempt supplier generally cannot. Suppliers of affected items would therefore carry irrecoverable input VAT. Because the items are not named, nobody can yet tell which businesses are affected; wait for the legislation before changing prices or systems.
Proof
We will therefore preserve zero-rating on selected basic and essential items, while moving selected items from zero-rated to VAT-exempt status.
