What changed in detail
The North Dakota Office of State Tax Commissioner has published its notice of local tax changes effective 1 October 2026.
The City of Minot has adopted an ordinance raising its city sales, use and gross receipts tax from 2% to 2.5%. Based on the Tax Commissioner’s Local Taxes by Location Guideline, the combined general rate in Minot is 8%: 5% state, 0.5% Ward County and 2.5% city.
Kindred and Walhalla remove their USD 50 per-sale maximum tax. Their rates are unchanged.
What it means
Minot retailers must update point-of-sale rates for sales on or after 1 October 2026. For Kindred and Walhalla the rate stays the same, but the cap no longer limits tax on large single sales, so big-ticket transactions there will now bear the full tax.

Effective October 1, 2026, the City of Minot has adopted an ordinance to increase its city sales, use, and gross receipts tax by 0.5%. The tax rate for Minot starting October 1, 2026, will be 2.5%.
