The States of Deliberation did not decide the 2026 Tax Reform Package at the sitting at which it was laid. The States' own electronic voting record shows proposition P.2026/49 Prop 1 (Billet d'Etat XII, Policy & Resources Committee, on the policy letter 'Tax Reform 2026' dated 8 June 2026) was deferred and migrated to the States of Deliberation meeting of 30 September 2026. The 3% Goods and Services Tax proposed for 1 January 2028 therefore remains undecided.

The States of Deliberation did not decide the 2026 Tax Reform Package at the sitting where it was laid. The States’ own electronic voting record for proposition P.2026/49 Prop 1 — the Policy & Resources Committee’s “Tax Reform 2026” policy letter of 8 June 2026, carrying the proposed 3% Goods and Services Tax for 1 January 2028 — shows the proposition was deferred and migrated to the States of Deliberation meeting of 30 September 2026.
This corrects the earlier entry, which reported the package as proposed for decision without noting that it had been deferred. The proposal itself is unchanged; only the decision date has moved.
What it means
Treat 1 January 2028 as no more settled than it was before — if anything, less, since a deferral is itself a signal that the package does not yet have the votes or the consensus to pass as laid. 30 September 2026 is now the date to watch, not a date to build a compliance timeline around. Nothing about Guernsey GST changes for any business until that sitting actually votes.
