The change

Illinois Department of Revenue Informational Bulletin FY 2027-03 (October 2026): from 1 January 2027 Simplified Municipal Telecommunications Tax local rates change in Bushnell (+5.00, combined 13.65% on top of the 8.65% State telecommunications excise tax), Lovington (+6.00, combined 14.65%) and Westmont (-1.00, combined from 14.65% to 13.65%).

What changed in detail

Illinois Department of Revenue Informational Bulletin FY 2027-03 (October 2026) lists changes to the Simplified Municipal Telecommunications Tax local rates, effective 1 January 2027. The combined rate is the State telecommunications excise tax of 8.65% plus the local rate.

MunicipalityLocal rate changeCombined rate from 1 January 2027
Bushnell+5.0013.65% (from 8.65%)
Lovington+6.0014.65% (from 8.65%)
Westmont-1.0013.65% (from 14.65%)

What it means

Three municipalities change, in two directions: Bushnell and Lovington start charging a local tax, and Westmont reduces its rate.

Telecommunications providers should update the rates for these three addresses in their billing systems before 1 January 2027. A missed update in Westmont would over-collect by one percentage point, and a missed update in Bushnell or Lovington would under-collect by 5 or 6 points.
