Fifty-three changes this week. Budgets for 2027 landed in Ireland, Malaysia, Portugal and France. Spain re-enacted its VAT on short lets after Congress threw out the first decree. Spain and Norway fixed their e-invoicing dates, and several ViDA bills moved a stage in national parliaments.
What changed
Spain — B2B e-invoicing now has dates: 6 October 2027 and 6 October 2028
Orden HAC/1028/2026 (BOE-A-2026-20587), published on 5 October and in force on 6 October 2026, regulates the AEAT’s public e-invoicing solution and starts the clock set by Real Decreto 238/2026. The AEAT counts the obligations from 6 October 2026: businesses with a volume of operations above EUR 8 million from 6 October 2027, everyone else from 6 October 2028, and status and payment reporting by natural persons from 6 October 2029.

Spain — short lets lose the VAT exemption from 1 December 2026
Real Decreto-ley 29/2026 (BOE-A-2026-20823, 7 October 2026) amends the VAT Act with effect from 1 December 2026. Furnished lettings of 30 nights or fewer, or lettings with hotel-type services, leave the exemption and are taxed at the 10% reduced rate. Renovation work on dwellings let as a habitual residence also moves to the reduced rate. The decree re-enacts the VAT measures of RDL 26/2026, which Congress threw out on 1 October. It still needs Congress validation within 30 days.

Nothing has been published in the BOE, so 1 January 2027 and 1 July 2027 remain the legal dates.

Norway — EHF and Peppol BIS 3.0 named as the B2B formats, and a narrow NOK 50,000 exemption
FOR-2026-09-29-1933 amends the bookkeeping regulation: EHF and Peppol BIS Billing and Self-Billing 3.0 or later are the approved formats from 1 January 2027, with other structured formats allowed by agreement until the end of 2029. EU — Commission proposes keeping the anti-fraud reverse charge and the QRM to 30 June 2030
COM(2026) 515 (1 October 2026) would extend the optional domestic reverse charge in Article 199a of the VAT Directive and the Quick Reaction Mechanism in Article 199b from 31 December 2026 to 30 June 2030. It is a proposal: the Council must adopt it unanimously before year-end for the current arrangements to continue without a gap.

What it means. Member states that use the domestic reverse charge on mobile phones, chips, gas, electricity and emission allowances cannot extend their national rules past 31 December 2026 unless the Council acts first. A late adoption would leave a gap.
