What changed in detail
The UAE Ministry of Finance issued Ministerial Decision No. 168 of 2026 on the eligibility criteria and accreditation procedure for service providers under the Electronic Invoicing System. It takes effect on 1 October 2026.
The decision repeals Ministerial Decision No. 64 of 2025 and its amendments. Service providers that held pre-approval under Decision 64 must complete the accreditation requirements within 30 days of 1 October 2026, failing which their pre-approval is terminated.
What it means
The 30-day window is the date that matters. Counted from 1 October 2026, pre-approved providers have until about 31 October 2026 to complete accreditation, so a provider that has not started is already close to losing its status.
For businesses, the practical check is whether the accredited service provider you use or plan to appoint holds accreditation under Decision 168, not only the earlier pre-approval. A provider that loses pre-approval is a continuity risk for an e-invoicing connection already in build, so ask for written confirmation of accreditation status.
