Who this affects

Retailers with nexus in any of the eleven listed Georgia jurisdictions — Charlton, Dougherty, Heard, Houston, Jenkins, Monroe, Richmond, Tattnall, Towns and Wilcox counties, plus the Fulton (S. Downtown) special district — and marketplace facilitators and tax engines maintaining Georgia rate tables. Georgia rates are resolved at county level, so the exposure follows the delivery address.

What to do

Retailers with nexus in the listed Georgia counties must apply the new combined rates to sales made on or after 1 October 2026.

The change

The Georgia Department of Revenue published county tax rate changes effective 1 October 2026, listing eleven jurisdictions with new combined rates: Charlton 8, Dougherty 9, Heard 8, Houston 8, Jenkins 9, Monroe 9, Richmond 9, Tattnall 9, Towns 7, Wilcox 9, and Fulton (S. Downtown) 3.9. The published bulletin carries no publication date, so only the effective date is stated here.

What changed in detail

The Georgia Department of Revenue publishes new combined county tax rates effective 1 October 2026 for eleven jurisdictions:

The type letters denote which local levies make up the combined rate — L (local), E (educational), S (special purpose), T/T2 (transportation), O (other), P, M, m, Ta — so two counties can share a headline rate while being composed differently.

The bulletin carries no publication date. Only the effective date is stated by the source, so this record states no announcement date.

What it means

This is routine local-rate maintenance, and the operational risk in it is precisely that it is routine. Eleven simultaneous county changes is an ordinary rather than an exceptional volume, which is why it tends to be missed by sellers who treat US rate maintenance as an annual exercise. (The Department indexes these under an “upcoming quarterly rate changes” page, but the bulletin itself states no cycle, so none is asserted here.)

Two features make Georgia easier to get wrong than a single-rate state. First, the combined rate is assembled from separately-authorised local levies, shown here as the type column. A county moving from 8 to 9 may be adding a transportation levy rather than raising an existing one, and businesses that report by levy component — not just by combined rate — need the composition, not the total. Second, Fulton (S. Downtown) at 3.9 is a special district, not a county, and its rate structure differs from the counties around it; a lookup that treats every Georgia code as a county will misplace it.

The narrower point for anyone reconciling: because the Department publishes this bulletin without a date, there is no reliable “announced on” signal to key a change-detection process to. Watching the bulletin’s content against the effective-date column is the only dependable trigger.
