What is a Paraguayan RUC?
The RUC (Registro Único de Contribuyentes) number is Paraguay’s tax identification number, issued by the Dirección Nacional de Ingresos Tributarios (DNIT). It is an identifier — the cédula number for individuals, an 80,000,000-series number for companies — followed by a hyphen and a check digit, for example 80000519-8.

Frequently Asked Questions
How is the RUC check digit (dígito verificador) calculated?
The DNIT publishes the method: from right to left, multiply each digit by 2, 3, 4… up to 11 (then restart at 2), add the products and divide by 11. If the remainder is above 1, the DV is 11 minus the remainder; otherwise it is 0. For 80000519 the sum is 113, the remainder 3, so the DV is 8.
What does a Paraguayan RUC look like?
An identifier followed by a one-digit check digit after a hyphen — for example 80000519-8 for Telefónica Celular del Paraguay. The DV is not part of the identifier, but must always be written after it.
Is the RUC the same number as the cédula?
For Paraguayans and resident foreigners with a Paraguayan cédula, the RUC identifier is the cédula number, followed by the DV. Refugee applicants get a number in the 50,000,000 series, and companies one in the 80,000,000 series.
How do I check if a RUC is active?

What is the difference between the SET and the DNIT?
The Dirección Nacional de Ingresos Tributarios (DNIT), created by Law 7143/2023, took over from the Subsecretaría de Estado de Tributación (SET). The RUC rules the SET issued (General Resolution 79/2021) still apply.
What happens if a customer’s RUC is cancelled or suspended?
The SIFEN e-invoicing system rejects an invoice if the buyer’s RUC does not exist or has a wrong check digit, and, for B2B and B2G sales, if the RUC is cancelled or temporarily suspended.
