Frequently Asked Questions
Why does the NBR BIN search return "Not Found" even though the company is registered?
The NBR's fourteen-digit BIN search tool only holds data as of its last index update (October 2019 for 13-digit BINs). Companies that registered after that date, or whose records were migrated during the 9-digit to 13-digit transition, may not appear in the legacy lookup. If a search returns no result, try the alternative old-BIN search at nbr.gov.bd/old-bin-search/eng, or contact the relevant VAT Commissionerate directly. The primary, authoritative verification remains the VAT portal at vat.gov.bd. [1]
Do old 9-digit or 11-digit BINs still pass verification and can they be used on invoices?
No. Since 30 November 2019, the NBR formally invalidated all 9-digit and 11-digit BINs and made the 13-digit e-BIN the only legally accepted format for all business activities — including import/export, tender participation, bank loans, and VAT invoicing. Presenting an old-format BIN on a tax invoice (Mushak 6.3) exposes both buyer and seller to compliance penalties. Businesses that have not yet migrated must register for a 13-digit e-BIN at vat.gov.bd before conducting any regulated transaction. [1] [2]
What happens if my supplier's tax invoice (Mushak 6.3) does not include both buyer and seller BINs?
You cannot claim input VAT credit on that purchase. Under Bangladesh's VAT and Supplementary Duty Act 2012, a valid Mushak 6.3 invoice must contain the name, address, and BIN of both the buyer and the seller. Any invoice missing either BIN is non-compliant, and the buyer loses the right to deduct input tax on the transaction. Additionally, NBR can levy a penalty of BDT 10,000 for non-submission or irregular issuance of a tax invoice. Always verify a supplier's BIN on the NBR lookup tool before processing the invoice. [1] [2]
Does a foreign company or non-resident supplier need a BIN to do business in Bangladesh?
Yes. Foreign entities — including branch offices, liaison offices, and non-resident digital/service providers — must obtain VAT registration and receive a BIN before conducting any regulated activity in Bangladesh. A non-resident that lacks a physical establishment must appoint a locally registered VAT agent (using Form Mushak 3.4); the BIN is then issued in the name of the foreign principal. The appointed VAT agent and the foreign principal are jointly liable for VAT obligations. Failure to register before the first taxable supply, import, or tender participation is a non-compliance event regardless of company size. [1] [2]
What is the minimum turnover that triggers mandatory BIN registration, and has the threshold recently changed?
The registration threshold was significantly lowered by ordinance in January 2025. Businesses with annual turnover exceeding BDT 5 million (50 lakh taka) must now register for full VAT and obtain a BIN — down from the previous BDT 30 million threshold. Businesses with turnover between BDT 3 million and BDT 5 million must enlist for turnover tax (4% rate) and also receive a BIN. Certain activities — import/export, tenders, and branch/liaison offices of foreign companies — require BIN registration regardless of turnover. Registration must be obtained within 15 days of crossing the threshold via the NBR VAT portal. [1] [2]
