Frequently Asked Questions

Is the old 9-digit or 11-digit BIN still valid in Bangladesh?

No. Since November 30, 2019, the NBR (National Board of Revenue) made all old 9-digit and 11-digit BINs invalid. Only the new 13-digit e-BIN format is accepted. Conducting business activities — including import, export, and tender participation — using old BIN formats is illegal and can result in penalties. (National Board of Revenue)

Can a non-resident register for a BIN in Bangladesh?

Non-residents cannot directly apply through Bangladesh's online VAT registration system. BIN registration requires a TIN (Tax Identification Number), which itself requires local bank account details and documentation. Foreign companies typically need to establish a local entity or appoint a local representative before obtaining a BIN. (NBR VAT Online Services)

What happens if I don't file monthly VAT returns with my BIN?

A BIN does not expire as long as you file your monthly returns (Mushak 9.1). However, if you fail to file returns for consecutive periods, the NBR may lock or suspend your BIN. A suspended BIN blocks you from importing goods, participating in tenders, and issuing VAT challans (Mushak 6.3) to your customers. (National Board of Revenue)

Do I need a BIN to participate in government tenders in Bangladesh?

Yes. A valid 13-digit e-BIN is mandatory for participating in government tenders, opening letters of credit for import/export, obtaining bank loans for business, and conducting any regulated business activities in Bangladesh. Without a BIN, your tender application will be rejected. (National Board of Revenue)

How long does BIN registration take in Bangladesh?

There is no government fee for VAT/BIN registration. The process involves applying online through the NBR's VAT Online Services portal (vat.gov.bd), submitting Form Mushak 2.1 with supporting documents. The NBR typically processes complete applications within a few working days, though requests for clarification can extend this timeline. (NBR VAT Online Services)
