Frequently Asked Questions

What is an Oman Tax Card, and how is it different from the VATIN?

An Oman Tax Card is issued by the Oman Tax Authority to registered taxpayers, showing the taxpayer name, TIN, CR number, and expiry date. It is required for renewing commercial registrations, opening business bank accounts, and government tenders. The VATIN (Value Added Tax Identification Number, OM prefix) is a separate identifier issued specifically for VAT purposes. A business above the VAT registration threshold has both a Tax Card and a VATIN; a business below the threshold has only a Tax Card. [1]

What is Oman's VAT registration threshold, and who must register for VATIN?

Oman introduced VAT at 5% on 16 April 2021 (Royal Decree 121/2020). Mandatory registration threshold: OMR 38,500 annual taxable supplies. Voluntary registration threshold: OMR 19,250. Non-resident businesses supplying taxable goods or services in Oman must register regardless of turnover. Exempt supplies include financial services, residential real estate rental, and certain healthcare/education services. [1]

My supplier's Tax Card shows an expiry date — does an expired Tax Card mean they are not tax-registered?

An expired Tax Card means the taxpayer has not renewed their annual tax registration. It is a compliance risk indicator: (1) the company may have failed to file returns or pay taxes; (2) their commercial license renewal may be blocked (CR renewal requires a valid Tax Card). Always verify the current expiry date on the TaxOman portal — it shows the most recent status. Request a renewed Tax Card from suppliers before transacting. [1]

How do I verify a supplier's VATIN is valid for claiming input tax credits?

To claim input tax credits (ITC) on Oman VAT, verify: (1) the supplier has an active VATIN (OM prefix); (2) the invoice shows the VATIN, 5% VAT amount, and complies with Oman invoice requirements; (3) the supply is taxable (not exempt). Verify the VATIN on the TaxOman portal — confirm the account shows "Taxpayer: Yes" status. Keep the verification screenshot with its timestamp as audit documentation. [1]

Does a foreign business need a Tax Card and VATIN to operate in Oman?

Foreign businesses operating in Oman must obtain a Commercial Registration (CR) from MOCI and a Tax Card from the Oman Tax Authority. For VAT, foreign businesses making taxable supplies in Oman must register for a VATIN regardless of turnover (the threshold does not apply to non-residents). Foreign companies supplying digital services or goods to Omani consumers may also need to register under Oman's non-resident VAT registration rules. [1]

The TaxOman portal shows "Excise taxpayer: Yes" for a supplier — what does that mean?

Oman implemented Excise Tax in June 2019 on: tobacco/tobacco products (100%), energy drinks (100%), carbonated drinks (50%), pork products (100%), and alcohol (100%). A supplier marked "Excise taxpayer: Yes" is registered to produce, import, or deal in excise goods — a separate registration from VAT. Most businesses in general trade or services will show "Excise taxpayer: No". [1]
